    Soludo Unveils Landmark Homeland Security Law To Tackle Anambra Insecurity

    In a historic move aimed at addressing escalating security challenges, Governor Chukwuma Charles Soludo of Anambra State has officially unveiled the Anambra Homeland Security Law 2025, while also launching a comprehensive security initiative known as “Operation Udo Ga-Achi.”

    The new security framework, signed by Governor Soludo earlier this week, is designed to revolutionize the state’s approach to crime prevention, community safety, and social rebuilding. “This is more than just a law. It’s a commitment to transforming Anambra into the safest state in Nigeria,” said Soludo during a public address.

    With crime and insecurity being major concerns for both locals and the government, Soludo acknowledged the complexity of the issues facing the state. The new law is crafted to tackle everything from kidnapping to banditry, drug trafficking, and illegal property use, all while ensuring that communities are not left out of the process.

    Key Features of the Anambra Homeland Security Law

    At the heart of the newly enacted law is the establishment of a community-driven security initiative named AGUNECHEMBA, which will work hand in hand with federal law enforcement agencies. This state security architecture, Soludo explained, is specifically tailored to complement traditional policing efforts. The law mandates collaboration between AGUNECHEMBA and private security firms, enhancing the collective capacity to prevent and respond to criminal activities across the state.

    The law also introduces an innovative technological approach to monitoring and securing the state, with the deployment of advanced tracking systems, command-and-control infrastructure, and AI-powered surveillance cameras. These tools, according to the Governor, are pivotal in enhancing intelligence gathering, swift response to incidents, and real-time monitoring of high-risk areas.

    In addition to these technological advancements, the law includes financial incentives for law enforcement and communities. A N10 million monthly bonus will be provided to Divisional Police Officers (DPOs) who manage to maintain zero violent crimes within their jurisdictions. The law also outlines the establishment of a State Call Centre with toll-free numbers, allowing citizens to easily report security concerns and crimes in progress.

    Furthermore, the government has pledged to provide monthly security support grants to local communities, ensuring that grassroots security structures are adequately funded and maintained.

    Operation Udo Ga-Achi: A Comprehensive Approach to Security

    Parallel to the new law, Governor Soludo has launched Operation Udo Ga-Achi, a special task force aimed at addressing the immediate security challenges in Anambra. “This operation will work in tandem with our existing police forces to ensure criminals are rooted out and that citizens feel safe once again,” Soludo stated.

    The operation will focus on scaling up intelligence efforts, rewarding whistleblowers, and deploying highly trained personnel to conduct targeted operations against criminal groups. The Governor emphasized that “Operation Udo Ga-Achi” is not just a short-term fix, but part of a larger effort to build long-lasting security in the state.

    Social Restoration and Community Involvement

    A crucial aspect of both the new law and the security operation is community engagement. Governor Soludo called on residents to become active participants in their own security by establishing local security governance structures. These structures, he explained, will allow communities to tailor security programs to their specific needs.

    “The future of Anambra’s security lies in our hands,” Soludo remarked, urging each community to implement its own “cleansing or restoration programme.” By doing so, he added, the people of Anambra can collectively reclaim their spaces and ensure that criminal elements have no place to hide.

    In addition, the Governor extended an amnesty to criminals, including kidnappers, cultists, and drug dealers, offering them an opportunity to surrender their arms and benefit from rehabilitation programs. “We are offering you a chance to turn over a new leaf. Surrender now, and we will help you get back on the right path,” he said.

    Supporting the Correctional System

    Recognizing that effective security goes hand-in-hand with a robust justice system, Governor Soludo announced plans to review and strengthen the state’s correctional facilities. The state government will collaborate with the Nigerian Police Force and the Department of State Services (DSS) to identify areas where criminal activity is most prevalent and take decisive action to address these challenges.

    Moreover, new correctional centers will be built to accommodate the growing number of individuals who will be brought to justice under the new law. “Our aim is to ensure that the criminals who threaten our peace are held accountable, but also that they are rehabilitated and reintegrated back into society,” the Governor emphasized.

    A Collaborative Effort to Make Anambra the Safest State

    In his concluding remarks, Governor Soludo reiterated that security is a collective responsibility that requires the involvement of all stakeholders. He called on citizens to support the state’s efforts by staying vigilant, reporting criminal activities, and ensuring that they uphold the values of peace and lawfulness.

    The Governor also emphasized that Anambra State is committed to creating a resilient environment where businesses can thrive, families can live without fear, and every citizen has a role to play in maintaining public order.

    “Together, we can create a new Anambra, one that is defined by safety, prosperity, and unity,” Soludo stated.

    With the enactment of the Anambra Homeland Security Law 2025 and the launch of Operation Udo Ga-Achi, it is clear that the state is taking a bold step toward securing its future.
