    Lagos Unveils Digital House Numbering System to Boost Service Delivery

    The Lagos State Government has launched a new digital house numbering system to improve property identification, service delivery, and urban planning across the state.

    Governor Babajide Sanwo-Olu unveiled the pilot phase of the project, called “Identifier”, on Tuesday during the Nigeria Land Titling, Registration, and Documentation Programme (NLTRDP) held in Victoria Island. The programme was organised by the Lagos Office of Electronic Geographic Information System (e-GIS) and Urban Development in collaboration with the Federal Ministry of Housing and Urban Development.

    The project will begin next week in Ikeja, the state capital.

    Governor Sanwo-Olu explained that the new system will assign a unique digital identity, including a QR code, to every building in Lagos. This will make it easier for emergency services, utility providers, and residents to locate addresses accurately and quickly.

    “It’s about using technology to solve our land and urban planning problems,” Sanwo-Olu said. “With this system, you’ll be able to access key information about any property, including land title status, from anywhere.”

    The digital address plates will carry QR codes and colour codes that reflect the local government area where each property is located. By scanning the QR code, residents and officials can view useful details like land ownership, building approval status, and property-related bills.

    Dr. Olajide Babatunde, Special Adviser to the Governor on e-GIS and Urban Development, described the project as a major step forward for Lagos. He said it would enhance security, boost revenue collection, and improve urban infrastructure.

    “This is part of land titling and documentation,” Dr. Babatunde explained. “It gives legal identity to buildings and ensures transparency in land administration.”

    Also speaking at the event, Minister of Housing and Urban Development, Arc. Ahmed Dangiwa, praised Lagos for leading the way in land digitisation. He said over 97% of land in Nigeria remains untitled, limiting its economic value.

    He revealed plans to raise formal land titling across Nigeria to 50% in 10 years, in line with the Federal Government’s Renewed Hope Agenda aimed at unlocking the economic power of land for housing, credit access, and inclusive growth.

    With the “Identifier” project, Lagos is expected to set a model for other Nigerian states to modernise their land administration systems using technology.
