$550m USAID Bribery Scandal: Four Plead Guilty, SBA Launches Major Audit

A major corruption scandal involving the U.S. Agency for International Development (USAID) has led to the guilty pleas of four individuals and triggered a full-scale audit of government contracting processes.

The U.S. Small Business Administration (SBA) has ordered an urgent review of all contracting officers who awarded grants under its business development programme since 2010. This follows the revelation that Roderick Watson, a senior USAID contracting officer, accepted over \$1 million in bribes over several years.

The bribes included cash, luxury items, event tickets, mortgage payments, and even jobs for family members. Contractors Walter Barnes (Vistant) and Darryl Britt (Apprio) were accused of paying Watson through a third party, Paul Young, using fake invoices and shell companies to hide the payments.

“This is a damning reflection of systemic failures in oversight,” said SBA Administrator Kelly Loeffler, who described the case as part of a wider pattern, not an isolated event.

Despite being flagged for corruption, Vistant was controversially awarded an \$800 million contract by USAID in 2023 to manage migration issues in Central America. The contract was later canceled, reinstated, and settled with a \$10,000 payment after legal action.

Loeffler blamed the Biden administration for allowing the contract to go ahead and called for immediate reforms. “The role of federal contracting officers is one of public trust, not personal gain,” she said.

The SBA’s review will start with high-value and low-competition contracts under the 8(a) programme. Cases of misconduct will be forwarded to the Inspector General and Department of Justice.

“We will not allow public trust to be quietly eroded by backdoor deals,” Loeffler said. “We owe it to America’s small businesses to get this right.”
