FG Launches Online Pension Data Platform for RSA Holders

The Federal Government has announced plans to introduce a new online platform that will allow pension contributors to update their personal records without visiting pension offices. The platform, known as the Data Recapture Self-Service Platform (PENCAP), will be launched on February 1, 2026.

The announcement was made by the National Pension Commission (PenCom), the agency responsible for regulating pension matters in Nigeria. According to PenCom, the new platform is part of ongoing efforts to improve service delivery, ensure accurate pension records, and modernise pension administration through the use of digital technology.

The PENCAP platform is designed mainly for Retirement Savings Account (RSA) holders who joined the Contributory Pension Scheme (CPS) on or before July 1, 2019, and who have not yet completed the mandatory data recapture exercise.

Under the new system, eligible RSA holders will be able to update and confirm their personal information online from any location, without the need to physically visit their Pension Fund Administrators (PFAs).

PenCom explained that accurate and up-to-date data is the backbone of an effective pension system. Over the years, the commission has faced challenges caused by incomplete records, outdated information, and errors linked to old or legacy data.

These problems often surface when contributors are ready to retire or access their pension benefits. In many cases, delays in benefit payment are traced to missing documents, name mismatches, incorrect dates of birth, or other data issues.

The data recapture exercise was introduced to correct these problems by allowing contributors to update their records, submit missing information, and ensure that all personal details are accurate and complete.

According to PenCom, the new PENCAP platform provides a modern and convenient solution to these long-standing issues.

“This initiative marks another key step by PenCom to enhance data integrity, improve service delivery, and modernise pension administration through responsible digitalisation,” the commission said in its statement.

With the launch of PENCAP, eligible RSA holders will be able to log into the platform and update their personal details remotely. This includes information such as names, date of birth, employment history, and other required records.

The platform is expected to reduce overcrowding at PFA offices and make the process easier for contributors who live far from major cities or have limited time to visit pension offices.

PenCom said the system will be secure and user-friendly, allowing contributors to complete the exercise at their own pace while ensuring the safety of their personal data.

By improving the quality and reliability of contributor records across all PFAs, the commission believes the platform will lead to faster processing of pension benefits and smoother verification exercises.

The data recapture exercise targets RSA holders who joined the Contributory Pension Scheme on or before July 1, 2019, and have not previously completed the recapture process.

PenCom stressed that completing the data recapture is not optional for this group of contributors. Failure to do so will have serious consequences, as affected RSA holders will not be able to access key pension services.

These services include the processing of retirement benefits when a contributor retires, withdrawals due to temporary job loss, and the transfer of RSAs from one PFA to another.

In addition, RSA holders who have not completed data recapture will not be allowed to use part of their pension savings as equity contribution for residential mortgages, a benefit allowed under the pension law.

PenCom also explained that completing the data recapture exercise is a requirement for participation in the Retiree Enrollment and Verification Exercise (REV).

The REV is a nationwide exercise conducted by PenCom to confirm the identity and status of retirees under the CPS. It helps to prevent fraud, eliminate ghost pensioners, and ensure that benefits are paid only to genuine retirees.

Without proper data recapture, RSA holders will not be eligible to take part in the verification process, which could delay or completely block access to retirement benefits.

Nigeria’s Contributory Pension Scheme was introduced under the Pension Reform Act to replace the old pension system that was plagued by corruption, delays, and unpaid benefits.

Under the CPS, both employers and employees contribute a percentage of the employee’s monthly salary into a Retirement Savings Account managed by a Pension Fund Administrator.

The system was designed to ensure that workers receive their retirement benefits as and when due, while also promoting transparency and accountability in pension management.

Since its introduction, the CPS has grown steadily, with millions of Nigerians now enrolled and trillions of naira managed by PFAs on behalf of contributors.

However, the success of the system depends largely on accurate data and proper record-keeping, which is why PenCom has continued to emphasise the importance of data verification and recapture.

The introduction of PENCAP aligns with the Federal Government’s broader push towards digitalisation in public service delivery. In recent years, several government agencies have moved services online to reduce delays, cut costs, and improve efficiency.

PenCom said the self-service platform reflects its commitment to using technology responsibly to make pension administration more accessible and transparent.

The commission also assured contributors that support would be available for those who may have difficulty using the platform, especially older contributors who may not be familiar with online systems.

PenCom advised all eligible RSA holders to prepare ahead of the February 1, 2026 launch by gathering necessary documents and ensuring they understand the process.

The commission is expected to release detailed guidelines, including step-by-step instructions on how to use the platform, before the launch date.

RSA holders were also encouraged to stay informed through official PenCom channels and avoid relying on unverified sources for information.

With the launch of the Data Recapture Self-Service Platform, PenCom hopes to resolve many of the issues that have slowed down pension benefit processing in the past.

If successfully implemented, the platform is expected to improve trust in the pension system, reduce complaints from contributors, and ensure that retirees receive their benefits without unnecessary stress.
