Bianca Ojukwu Pledges Stronger Citizen Diplomacy, 4D Foreign Policy Drive

Nigeria’s newly appointed Minister of Foreign Affairs, Bianca Odumegwu-Ojukwu, has pledged to strengthen citizen diplomacy and build on the country’s 4D Foreign Policy priorities under President Bola Ahmed Tinubu’s Renewed Hope Agenda.

Odumegwu-Ojukwu made the commitment shortly after taking over as substantive Minister on Tuesday, April 29, 2026. She was previously serving as Minister of State for Foreign Affairs before her elevation to head the ministry.

In her first official engagement in her new role, she spoke at a dinner organised by the Ministry of Foreign Affairs to conclude a three-day induction programme for newly appointed Ambassadors and High Commissioners-Designate and their spouses. The event brought together senior diplomats preparing for postings in Nigerian missions abroad.

She expressed appreciation to President Tinubu for the confidence reposed in her and promised to work closely with Nigeria’s diplomatic missions to promote the country’s image internationally while protecting its national interests.

“I look forward to contributing even more to the continued success of the 4D Foreign Policy Priorities of the Renewed Hope Agenda, our citizen diplomacy imperatives,” she said in a message shared on her official X handle. “I reaffirm my unwavering commitment towards advancing our national interests in the global arena.”

She also described her appointment as an honour and said she was determined to justify the trust placed in her leadership.

The statement was further confirmed in a release signed by Dr. Magnus Eze, Special Assistant on Communication and New Media in the Ministry of Foreign Affairs.

At the induction dinner, the minister urged Nigeria’s envoys to work as a team with the ministry’s leadership and staff to project a positive image of the country abroad. She stressed that diplomacy is not only about government-to-government relations but also about how Nigerians are treated and represented globally.

She called on ambassadors and high commissioners to promote Nigeria’s interests through stronger engagement with host countries, investors, and the Nigerian diaspora community.

The 4D Foreign Policy, which stands for Democracy, Development, Demography, and Diaspora, was introduced shortly after President Tinubu assumed office in May 2023. It is a framework designed to guide Nigeria’s international relations and strengthen its global presence.

The policy was formally presented in August 2023 by former Minister of Foreign Affairs, Yusuf Maitama Tuggar, as part of efforts to align Nigeria’s foreign policy with the administration’s Renewed Hope Agenda.

Under the framework, Nigeria seeks to move from a more inward-focused diplomatic approach to one that is active, strategic, and centred on citizens and economic growth. The policy places emphasis on attracting foreign investment, strengthening democratic partnerships, and engaging the Nigerian diaspora as key partners in development.

Since its introduction, the policy has been used to guide Nigeria’s engagements with other countries, international organisations, and development partners. It also reflects a broader effort to link diplomacy with domestic development goals such as job creation, infrastructure growth, and poverty reduction.

Citizen diplomacy, which the new minister also highlighted, refers to the role of ordinary Nigerians in shaping the country’s image abroad. This includes how Nigerians behave overseas, how they engage with foreign communities, and how the diaspora contributes to national development.

Nigeria has one of the largest diaspora populations in Africa, with millions of citizens living and working abroad. Remittances from Nigerians in the diaspora are a significant source of foreign exchange for the country, making them an important part of the government’s foreign policy focus.
