The Federal Mortgage Bank of Nigeria has offered eligible Nigerians an opportunity to access housing finance of up to N50 million under the National Housing Fund, with an interest rate of not more than six per cent per annum and a repayment period of up to 30 years.

The facility, known as the National Housing Fund Mortgage Loan, is designed to help Nigerians buy, build, improve or renovate homes.

According to information published by FMBN, the loan is available to eligible NHF contributors through accredited and licensed Primary Mortgage Banks and other approved mortgage loan originators.

The scheme is aimed at making home ownership more accessible to Nigerian workers and other eligible contributors, particularly those who may find it difficult to obtain conventional mortgages from commercial financial institutions.

Under the current terms published by FMBN, eligible contributors can access up to N50 million, although the actual amount approved will depend on the applicant’s income, repayment capacity, property value and other lending conditions.

The bank said applicants are assessed based on their ability to repay the loan, with affordability generally calculated using a maximum of one-third of the applicant’s income.

The NHF Mortgage Loan is secured by the property being financed. This means the residential property purchased, constructed or improved with the facility serves as security for the loan.

Who can apply?

The facility is generally open to Nigerian citizens who are at least 18 years old and are registered contributors to the National Housing Fund.

Applicants are required to have made continuous NHF contributions for at least six months.

They must also have a stable source of income. Self-employed applicants are expected to provide evidence showing that they have regular income and can meet the repayment obligations.

Another important requirement is that applicants must apply through an FMBN-accredited and licensed Primary Mortgage Bank or mortgage loan originator.

The property involved must also meet relevant legal, planning and other requirements before it can be accepted as security for the facility.

How much can applicants get?

FMBN’s current NHF Mortgage Loan product page states that contributors can access up to N50 million, subject to affordability and other conditions.

However, the amount an applicant receives is not automatically N50 million.

The applicant’s income, age, repayment ability and the value of the property will determine the amount that can be approved.

FMBN’s published conditions also state that an individual should not receive more than 90 per cent of the cost or value of the property being mortgaged.

This means applicants may be required to provide part of the cost of the property from their own resources.

There has been some confusion over the maximum amount available under the scheme because some older FMBN documents and online guides still refer to N15 million.

Applicants are therefore advised to rely on the latest terms published by FMBN and information provided by its accredited mortgage institutions.

Interest rate and repayment

One of the major attractions of the NHF Mortgage Loan is its relatively low interest rate.

FMBN currently states that the interest rate for NHF contributors is not more than six per cent per annum.

The bank describes the facility as being provided to accredited Primary Mortgage Banks at four per cent for onward lending to NHF contributors at six per cent.

The maximum repayment period is 30 years, although the actual repayment period for an individual applicant will depend on factors such as age, income and years remaining in service.

The long repayment period is intended to make monthly payments more manageable for eligible borrowers.

Repayments are made through the mortgage loan originator or Primary Mortgage Bank through which the applicant obtained the facility.

How to apply

The first step for anyone interested in the facility is to confirm their NHF contribution status.

A person must be registered as an NHF contributor and have made the required continuous contributions before applying.

FMBN now provides an online personal or individual NHF registration platform for new contributors.

After confirming eligibility, the applicant should choose an FMBN-accredited and licensed Primary Mortgage Bank or mortgage loan originator.

Applicants do not simply visit FMBN and collect the mortgage loan directly. The mortgage institution serves as the channel through which the application is processed.

The institution provides the applicant with the relevant mortgage application form and information on the documents required.

Applicants are normally expected to provide evidence of their NHF contributions and income.

Other documents may include recent payslips or other proof of income, property title documents, valuation reports, employment and tax documents and other legal papers.

For applicants seeking funds to construct a house, a bill of quantities and other construction-related documents may also be required.

The documents needed may vary depending on whether the applicant wants to purchase, construct, improve or renovate a property.

After the application is submitted, the mortgage institution assesses the applicant’s income, repayment capacity, property and supporting documents.

The application may then be forwarded to FMBN for further processing and approval where applicable.

The property will also undergo valuation and legal checks.

FMBN requires the property being used as security to meet relevant legal and planning requirements and provide adequate security for the loan.

Once all the conditions are met and the loan is approved, the funds are disbursed through the mortgage loan originator for the approved housing purpose.

What can the loan be used for?

The NHF Mortgage Loan is specifically designed for residential housing.

Eligible contributors can use the facility to purchase a residential property, build a home, improve an existing home or renovate an existing property.

The scheme therefore provides different options for contributors depending on their housing needs.

For a Nigerian who already owns land but lacks sufficient funds to build, the facility could provide a route to finance construction, subject to meeting FMBN’s requirements.

Similarly, an existing homeowner may use the facility for approved improvement or renovation work.

Checking NHF contributions

FMBN provides digital channels through which contributors can access information about their NHF accounts.

The bank’s website also provides online registration and account services for contributors.

Applicants are advised to confirm their contribution records before beginning the mortgage application process. This can help them determine whether they meet the contribution requirements and avoid unnecessary delays.

Beware of fraudsters

FMBN has warned Nigerians to be careful of individuals who claim they can secure mortgage loans in exchange for money.

Fraudsters have reportedly posed as NHF facilitation officers and offered to help unsuspecting applicants obtain loans.

Potential applicants should therefore deal only with FMBN and its accredited mortgage institutions.

They should also verify any demand for payment before handing over money or personal documents to anyone claiming to be an agent of the bank.

The NHF was established to provide a long-term source of housing finance for Nigerians and has remained one of the major government-backed housing finance schemes in the country.

However, access to affordable housing remains a major challenge because of rising building costs, land prices, low incomes and limited access to long-term mortgage financing.

The FMBN facility is intended to address part of that problem by providing eligible contributors with longer repayment periods and a concessionary interest rate.

Nigerians interested in the facility should carefully review the latest requirements, confirm their NHF contribution status and approach only an accredited mortgage institution before beginning the application process.
