In a move that has raised eyebrows across the country, the Kano State government has allocated ₦2.5 billion in its 2025 budget for the execution of quarterly mass weddings. The ambitious plan, which aims to bring together couples across all 44 local government areas, is set to begin this year and has sparked debate on its implications for societal development and public finances.

The announcement was made by the Commissioner for Planning and Budget, Musa Shanono, during a press briefing on the breakdown of the state’s 2025 budget, which was passed into law by the State House of Assembly on January 31. According to Shanono, the total budget for the year is a massive ₦719.75 billion, marking an impressive 31% increase from the proposed budget presented by Governor Abba Kabir Yusuf. However, it is the allocation of ₦2.5 billion for mass weddings that has dominated discussions.

A Vision for Social Change?

Shanono explained that the initiative is designed to promote a fairer society by improving the living standards of Kano’s residents, while also emphasizing human rights and societal growth. “The mass weddings are part of our broader commitment to ensuring sustainable development for all, and to promote a society based on fairness and responsibility,” Shanono said.

The government’s intention is not merely to unite couples but to enhance social responsibility, transparency, and ultimately, economic prosperity. However, some critics argue that the vast sum could have been better spent addressing pressing needs such as infrastructure, healthcare, and education.

The state has earmarked the ₦2.5 billion for conducting mass weddings every quarter throughout the state, which means thousands of couples from across Kano’s local government areas are expected to benefit.

The Budget Breakdown: Prioritizing Social Welfare?

Alongside the mass weddings, several other social and governance-related programs are being funded in the 2025 budget. Shanono highlighted that ₦91.32 billion would be directed towards governance and service delivery, which includes spending for security, public health, and economic empowerment. This substantial amount is part of the state’s bid to improve public services, although many question whether these goals can truly be met in the face of what seems like excessive spending on non-essential items.

In addition to the mass weddings, the budget also sets aside significant sums for other projects such as:

  • ₦1 billion for Ramadan feeding programs
  • ₦955 million for surveys on manpower, out-of-school children, and general household statistics
  • ₦267 million for Islamic calendar production and Da’wah (Islamic propagation) activities
  • ₦589 million for security research and development programs

A Budget of Ambition and Controversy

The 2025 budget of ₦719.75 billion represents a marked increase from the previous year’s allocation, which was ₦549.16 billion. The increased spending, which includes an extra ₦170.6 billion, is in line with the state’s ambitions to position itself as a leader in governance and socio-economic development. Despite the surge in allocations, a significant portion of the budget is still dedicated to the recurrent expenditure, which accounts for ₦262.67 billion, while capital expenditure stands at ₦457.08 billion.

Mass Weddings Amidst National Economic Challenges

Kano’s massive investment in mass weddings comes at a time when Nigeria is grappling with several economic challenges, including inflation, unemployment, and security concerns. In light of these issues, many are asking whether such an initiative is truly in line with the needs of the state’s citizens or whether it is simply an extravagant showpiece.

For instance, some critics argue that the ₦2.5 billion allocated for mass weddings could have been redirected to critical sectors like healthcare, education, or even infrastructure. With the country still facing a dire shortage of healthcare services and educational facilities, spending such an enormous sum on ceremonial events could be seen as out of touch with the pressing needs of the population.
